The Central Players’ Council was created by the Professional Football Board in February 1985. The CSR has advisory and consent rights regarding the position of players within the Professional Football Section.
As of 1 July 2020, the Central Players’ Council consists of: Willem Janssen (FC Utrecht), Mario Bilate (NAC Breda), Niek Vossebelt (Roda JC), Julian Lelieveld (De Graafschap), Jens van Son (FC Den Bosch), Bram van Polen (PEC Zwolle), Robin Pröpper (FC Twente), Rens van Eijden (N.E.C.), Driess Saddiki (Willem II) and Toine van Huizen (De Graafschap).
Chairman of the CSR is Evgeniy Levchenko, Louis Everard is secretary and Ko Andriesen and Stijn Boeykens, are also part of the CSR as non-active players.
On Tuesday, April 2, 1985, the CSR was officially installed by professional soccer chairman André van der Louw. CSR chairman Louis van Gaal of Sparta expressed the hope that the KNVB and the CSR would work together in good harmony for a better professional soccer.
The list of players who have served on the CSR since 1985 and the clubs they played for makes it clear that the CSR has its echelons in all levels of Dutch soccer and has enjoyed broad support since its inception.

In 1977 (23 years after the introduction of professional soccer), the VVCS succeeded for the first time in enshrining the co-determination of the players of professional soccer in the regulations of the KNVB. These rights consisted of one seat in the General Assembly of Professional Football for each players’ council of a professional club plus two of the seven seats on the Board of Professional Football.
This relatively simple system, based on association law, functioned reasonably to well until 1983. Bearing co-responsibility by the players brought peace to professional soccer.
After a number of conflicts between the players’ delegation and the FBO, a new system based partly on association law and partly on the Works Councils Act (WOR) was introduced by the KNVB in 1985.

1.Definitions.
1.1.These regulations define;
a. Central Players Council, the coordinating representative body of the players’ councils of the professional soccer clubs in the KNVB.
b. Players Council, the representative body of the players of the professional soccer clubs.
c. committee of delegates. The executive committee of the Central Players Council.
d. board of professional soccer, the board of the professional soccer department of the KNVB.
e. general meeting of professional soccer, the meeting of the delegates of the professional soccer clubs and the two delegates of the players’ councils.
f. association of contract players (VVCS), the interest association of the players of professional soccer, based in The Hague.
2. Composition and term of office.
2.1. The Central Players Council consists of at least twelve members, at least eight of whom must be active professional soccer players.
2.2. The Central Players Council elects a chairman and a deputy chairman from among its members.
2.3. The Central Players Council will appoint a secretary.
2.4. In principle, the members of the Central Players Council resign on September 15 of each year. Retiring members of the Central Players Council may be re-elected immediately.
2.5. New members of the Central Players Council are appointed on September 16 of each year, unless appointed in an interim vacancy.
3. Nomination and election.
3.1. The nomination and appointment of members of the Central Players’ Council shall be organized by the Central Players’ Council.
3.2. Eligible are contract players who have reached at least the age of 18.
3.3. The chairman and other members of the board of the Central Players Council, hereinafter the CSR, are nominated by the board of the CSR. At least 8 player councils may make recommendations to the SRC regarding the candidacy of both the chairman and the other members of the board. Recommendations for such candidacy shall be made known to the CSR in writing and under confidentiality no later than August 15 of each year.
3.4. Between September 1 and September 7 of each year, the SRC shall announce in writing to the player councils the candidates it intends to nominate for appointment.
3.5. As soon as possible, but no later than one week after the day on which the intention referred to in paragraph 4 is taken note of, the players councils shall inform the SRC whether there are any objections to the appointment of one or more of the candidates nominated by the Executive Board. Any objection to the appointment of a candidate must be reasoned, indicating in any case why the person concerned will be unsuitable for the performance of his/her duties as a member of the Board.
3.6.In the event that the Board of the SRC still wishes to nominate the candidate to whose nomination the Player Councils have objected, the Board may do so only after at least two-thirds of the Player Councils support the nomination of the Board of the SRC.
3.7.The support referred to in 3.6 must be in writing.
3.8.In the event of an interim vacancy, the SRC shall arrange the nomination and appointment.
4. Method and Secretariat.
4.1. The Central Players’ Council shall meet in plenary session at least twice a year.
4.2. The Committee of Delegates meets at least six times a year.
4.3. A meeting is only authorised to take decisions if the majority of the members of the Central Players Council or the Commission of Delegates are present.
4.4. The Central Players Council or its Commission of Delegates has the right to be assisted by external experts.
4.5. The costs associated with the functioning of the Central Players Council and expert assistance will be borne by the Professional Football Board, which will provide the Central Players Council with a budget before 1 July each year.
4.6. The secretariat of the Central Players Council is located at the offices of the Association of Contract Players.
4.7. Unless otherwise stipulated in these regulations, the Central Players Council takes decisions by a simple majority of votes. Blank votes do not count.
4.8. If the votes are tied, the proposal will be put on the agenda again at the next meeting. If the votes are tied again, the proposal will be rejected.
4.9. Minutes are kept of each meeting of the Central Players Council.
4.10 Every year, the board of the Central Players Council will issue an annual report for the contract players. This annual report will be sent to the players’ councils, among others.
4.11 The Central Players Council may appoint standing and ad hoc committees.
5. Committee of Delegates.
5.1. The Committee of Delegates shall be the executive committee of the Central Players Council.
5.2. The Central Players’ Council appoints four members from among its members, who together form the Commission of Delegates.
5.3. The Commission of Delegates is assisted by the secretary of the Central Players Council and/or experts as referred to in 4.4.
5.4. The Central Players Council appoints two members from among its members to sit on the General Assembly of Professional Football as delegates of the players’ councils.
6. Tasks and powers.
6.1. The tasks and powers of the Central Players Council vis-à-vis the KNVB are outlined in the Professional Football Regulations as well as in these written working agreements with the Professional Football Board.
6.2. Tasks and obligations of the Central Players Council vis-à-vis the Players Councils are laid down in written agreements with the Players Councils.
7. Final Provisions.
7.1. These regulations may be adopted and/or amended by decision of the Central Players Council.
7.2. At least two-thirds of the members of the Central Players Council must be present at a meeting at which it is decided to amend or supplement the regulations.
7.3. A decision as referred to in 7.1 is taken by a simple majority of the number of votes cast.
